How to add a page to this amber-documentation site?

Meet requirements. You need Jekyll in your system: gem install jekyll.
Fork github.com:amber-smalltalk/amber-documentation.git
Clone your forked repo with git clone git@github.com:yourgithubusername/amber-documentation.git.
git checkout -b my-edit-or-contribution
Run Jekyll with jekyll serve (it will detect and rebuild the site after any file gets saved).
Visit http://localhost:4000 to see the current state of the documentation.
Edit until you are satisfied.
Commit, push and open a pull request
